Why is my monitor flapping?

A monitor can appear to flap when consecutive authoritative Heartbeats move between success and failure.

Start with the observations around each state change. For a Probe, compare the target result, timeout behavior, expected status policy, and regional observations in each round. For a Pulse, compare the reported receipt time with its expected interval and grace period.

Also review the monitor’s failure and recovery thresholds. Those thresholds determine whether a single result changes the state or whether additional consecutive Heartbeats are needed.

If the target differs by region, use the per-region evidence to narrow the cause before changing the monitor policy.
